[changed/fixed] moved $stat_day_suffix to the time handler, changed evt_day_suffix into the function get_number_suffix and changed convert_dob into a function (that doesn't break the game).

[Code migration] moved evt_day_suffix function from emp_functions and added new convert_dob function to shortgs to make NPC human legible from a int NPC id - outputs $display_dob.
