[Added] Added the start of the base system of NPC preferences. NPCs will have preferences which will in the future impact their attraction to Sveta. Migrated npc_uni_eduType to npcstatic and npcstaticdefault.

[fixed][added] Significant rewrite of the hotornot, fuckornot and gschool_group code. Removed spurious lines and simplified the if/else statements. Split the hotornot and fuckornot code into its own file. Updated variable names and introduced the npc_uni_active variable and rewrote npc_uni_eduType variables to align with BG's usecases.

[Added] Refactored the NPC information into a seperate location, putting everyting into a central location which can be easily edited. The journal locations can obtain the information through a simple function call (gs 'journal_NPC_information', NPC_CODE, other vars). Added NPC journal content relating to pavschool students after the first year.
