#172 Photography shop and location camera events

This PR implements nutluck's photography shop file as two separate files: - shop_photography: adds the photo shop to the mall and gives the player the capability to buy a camera - camera: Tracks locations that the player has photographed and controls the photography events. There is also a 'check_location' event in this location that can be called from other locations to inject appropriate photography actions. This PR lacks most of the people implementations and does not include viewing photos in the journal.
