Set floor and ceiling on attributes and skills in the cheat menu

Since the cheat menu is apparently too large to show a diff in the pull request UI, I'll just say here that I made two loops inside $cheatmenu['stats'] that loop over $att_name and $skl_name, ensuring that each attribute or skill does not have its _lvl or _lvlst variable less than 0 or greater than 100.
